There appears to be a whole slew of these "puzzling questions" in these here parts all of a sudden.
For instance, on the January 13, 2206 post on CM Price's blogsite entitled 15th Street http://stevepricemyvision.blogspot.com/ he discusses the ongoing travails of the infrastructure surronding the rail crossing at 15th & Elm and then poses the question "Did we, when the water main broke at this location back in August, take a proactive or reactive approach to this problem?
My answer to his query is a question. why did you not Steve, along with your fellow councilmen, take a proactive stance on this and other infrastruture maladies by voting for the proposed 19% sewer rate increase which would have, long term, given the city the rainy day fund money to address these ongoing disasters in the making?
Or another case in point, In his current post entitled Points to Ponder, he points out that with a smoking ban looming on the horizon, New Albany stands to make $3,221,846 from Cigarette Tax Distribution in 2007.
Now here comes my question. Steve are going to vote for the smoking ban thus causing the city to loose that 3 million plus dollars per year that could further add to our rainy day fund for such emergencies as train wrecks or vote against it and appropriate those monies toward updating our infrastructure?
Note that I was going to pose these question to him via email on his blogsite but alas, I can't get to his email address. I guess E Blogger is having problems again!

you touched on an interesting point in this posting, one that I hit on last night myself over at NAE.
Certain members of council royalty wants to enact a smoking ban, in the interest of public health. How fast is this city willing to snatch the check out of the hands of the tobacco settlement fund, or state tax revenue collected from tobacco, but yet in the same breath basically state that SMOKERS: your money is more than welcome here, however you are not.
Hypocrisy? Duality? or Multiple personalities?

The revenues collected from smoking tobacco are distributed by the State of Indiana regardless of a smoking ban. The money comes from the tax on a pack of Cigarettes levied by the State of Indiana. The City of New Albany will get the money no matter if we have a ban on smoking or not.

I think it's more like: "Smokers, you are welcome here, but you cannot smoke in PUBLIC places where those who do not smoke would then be forced to breath your smoke."
"Please feel free to purchase cigarettes and smoke as many as you want in your own home, on your own property, or at a like-minded friends/relatives private property."
I have no problem with this at all.
PUBLIC health IS a priotity and the science is valid and overwhelming.
It IS the 21st century.

I am still waiting for a hookah or oxygen bar or maybe both in the same venue to open in the confines of the open air museum. Even near the Purdue campus there is a hookah bar. Trendy? Indeed.
